Renewable Energy Development Under LGED

Renewable Energy Technology( RET) demonstration through  The UNDP supported Sustainable Environment Management Programme (SEMP) is a follow up to the National Environment Management Action Plan (NEMAP) is the largest UNDP supported five years intervention. The Ministry of Environment and Forest (MoEF) implement the programme through  Local Government Engineering Department (LGED). The overall objectives of RET demonstration is to explore opportunities for community based renewable energy options for different applications and its multipurpose use in off-grid areas of Bangladesh.

 Programme in briefly ;

Among the Government departments LGED has played the leading role to demonstrate renewable energy technologies in Bangladesh. The goal of Sustainable Rural Energy project was to develop community based models of renewable energy as an alternative source of rural energy in the off-grid areas of Bangladesh. Its main objectives were demonstration of renewable energy technologies, capacity building for technology transfer and wide dissemination of those technologies in the off-grid areas. Initial budget of the project was 0.94 million US$ whereas the revised budget was 1.99 million US$. However fund utilization was more than 90% over the period of eight years.

Overall achievements of Sustainable Rural Energy (SRE) project could be summarized from the successful interventions of Renewable Energy Technologies (RET), capacity building and adaptation of RETs by peoples in the off-grid areas. Technology wise demonstrations encompassed 40.5kWp solar photo voltaic installations, 10kW wind-solar hybrid, 12.5kW power generation from biomass resources and 10kW from micro hydro intervention. As a part of technology transfer 1545 man days training were provided to the technical professionals and beneficiaries. Moreover SRE has published 11 brochures on different RET installations, one book on “Green Energy Development Model in the St. Martin’s Island” and published off-grid area maps of Bangladesh.

Sector wise Achievements:

A) Technology Demonstration:

The pilot demonstrations of renewable energy technologies such as Solar, Wind, Biomass and Micro-Hydro interventions have been successfully completed on the basis of available renewable resource in the off-grid areas. Replication potentials have been observed from the following installations.

Solar Energy: Total 40.5 kWp solar photo voltaic units have been installed within the project period. It encompassed diversified application of PV to illustrate solar home systems, growth centre electrification, cluster village power supply, electricity supply to the tourist resort, rural clinic, local govt. institutions, tribal community, rural water supply etc; there are 4500 direct and about fifty thousand indirect beneficiaries.

SRE has installed 2.6kWp stand alone SHS in 35 houses of Baliadangi village in Thakurgaon district and 1.7kWp SHS to a cluster village in Sherpur. The interventions have improved quality of livelihood of the villagers. They can now watch National TV/radio broadcast and integrate them with the social welfare, health, sanitation, education and family planning programme. Installation of 225Wp solar lighting system has increased tourism facilitates at Goznee resort, in Sherpur. The first 1.8 kWp centralized solar power supply unit at Gangutia growth center has promoted income generating activities of 50 shop keepers and extended their evening time business hours. This has also created enthusiasm and awareness among the buyers, general public and local market management committee. Similar market electrification facility has been sought by the politicians to the other off-grid markets. The 5kWp centralized A/C solar power unit at Chokoria, Cox’s Bazar was the mile stone intervention of mini grid system in our country. The project is now entrusted to the beneficiaries for ownership development and sustainable operation and maintenance of the unit. Seventy two families have been directly benefited from the system. Village women can now put extra effort for earning after the dusk. The students also get uninterrupted study hours at the evening. The 1.5kWp solar powered rural health clinic at Kamarul is another bright example of improving medical facilities of about thirty thousand people of that community. For instance major operation such as cesarean, gallbladder stone, appendicitis surgical facilities are now available at that health centre.  600Wp Solar PV demonstration at the Amabaria Union Parishad, Kushtia provided effective governance at the grass  roots level. 375Wp solar PV improves IT facilities at Kutubdia LGED Office. Besides that SRE has installed 10 kW pilot wind-Solar hybrid power generation units at the St. Martin’s Island. This intervention has a significant impact to promote eco-tourism and conservation of bio-diversity in the island. Beauty of wind-solar hybrid is that generally when wind speed is high solar irradiation is low and vice versa. Again there are considerable amount of wind speed at night when no solar irradiation at all. Therefore we could store energy in a battery bank and use it when needed. The first SPV pumping project was installed at the ‘Barind’ region of Rajshahi division. This system has 6kWp solar PV consequently it could lift about fifty thousand liters of water per day from an average depth of fifty meters. Moreover renewable energy interventions at Nijampur Matsha khamar unveil opportunity of public-private partnership.

One of the major barriers of adopting SHS is its high upfront cost. About eighty percent of its cost is due to the price of PV module and the battery. In that case, if size of the system is reduced by providing LED instead of DC fluorescent lamp, price of the system could be significantly cut down to  affordable limit. To address this intervention SRE has installed five hundred LED based home systems. Some of the system appliances were DC LED lamp and some of them were LED lantern. Before wide dissemination of this new design the project will be closely monitored by some NGOs. If successful, those LED based solar home system would be a land mark to foster solar home lighting system.

In short, solar energy interventions replace fossil fuel and directly reduces considerable amount of green house gasses eventually keep our environment healthy. The installations were entrusted to the beneficiaries for proper operation and maintenance. This help to build a sense of ownership and technology transfer.

Wind Energy: In order to harness wind power it is very important to have reliable wind data for a consecutive period of at least four years. To keep it in mind SRE, with collaboration of BUET have installed twenty wind monitoring stations throughout the country. Wind data are now being taken by GIS unit of LGED. Ultimate objective of this project is to produce Wind Energy Resource Mapping of Bangladesh. Meanwhile SRE has installed some low cut-in speed wind mill to lift ground water and seven small wind turbines at the St. Martin’s Island. Each of the turbines has 3.2kW capacity at a rated wind speed of 10.5m/s.

Biomass Energy: SRE has installed 10kW power generation unit which was based on poultry litter. Excess gas from this unit is being used for cooking purpose at the Faridpur Muslim Mission. There are huge replication potential of such type of bio-energy in our country. Demonstration of 3.5kW cow dung based power generation unit at Netrokona district created enthusiasm among the small scale farmers. Besides that SRE has also installed two biogas units one at Kutubdia and the other at Kishoregonj which were based on human excreta. This type of interventions created better health and sanitation facilities as well as energy requirement for cooking and lighting. Furthermore SRE has installed one pilot biomass gasifier at Faridpur Muslim Mission. This gasifier could save up to 50% fuel wood.

Micro Hydro Energy: SRE has successfully demonstrated first micro-hydro power unit at Bamerchara, Chittagong. Its installed capacity was 10kW but due to inadequate water head about 4kW power was generated. SRE has also carried out a study on prospective micro-hydro sites in the Chittagong Hill Tract reasons and eight potential sites were identified with an estimated capacity of 135kW. SRE also provided technical support to promote indigenous micro-hydro power generation unit which was developed by member of local indigenous community named Mr. Aung Thui Khoyan.

The pilot demonstration of solar  energy technologies in remote off-grid areas of Bangladesh ;

Solar Home Lighting System at Thakurgaon :

As a first step under SRE towards improving the quality of rural life through dissemination of Solar Energy Technology, 35 (Thirty Five) rural houses(75 watt/each of each stand alone system) as in a remote off-grid village under Baliadangi upazilla in Thakurgaon district have been brought under electrification by providing solar home lighting system. The main objective of this village program is to assess the technical and financial viability of SHLS in rural context of Bangladesh . All the beneficiaries contributed 25% up front cost and rest amount are being paid on installment basis. Daily at night contributing to income generation after dusk of 35 (Thirty Five) families living in off-grid areas. Extended students study hour as well. Average 12-14 litter's kerosene fuel saved by family per month, which cost around 450TK and replaced entirely with solar electricity. Access to electronic media provides distant education, entertainment and mass awareness.

Solar Electrification in Cluster Village (Asrayan)

SRE project has joined hands with the on-going government priority programs ‘Asrayan' (shelter for homeless) through solar electrification in cluster villages for the landless poor. The objectives are twofold, firstly to assess potential of this technology in improving the quality of landless poor and secondly to verify whether the landless groups can organize themselves to support operation and maintenance of the system. The installation has been successfully completed in Nalitabari Upozila under Sherpur district providing solar electricity 1725 Watt (Total Capacity) in 60 houses of landless poor which are now under smooth operation for the last one and half year. It also demonstrates the capacity of the landless poor to maintain the technology that contributes in improving their quality of life.

Centralized Solar Electrification in Rural Market :

For the first time in Bangladesh , SRE project has successfully completed solar market electrification in a rural market at Gangutia under Shoilkupa Upozila in Jhenaidah district. The objective of this scheme is to install a demonstrative plant of a centralized solar photovoltaic system for electrification of a rural market in the off-grid area and to assess its technical and economic viability in the context of rural Bangladesh . Gangutia Growth Centre has been selected for solar electrification because of its remote location particularly when the nearest grid extension is around 7 kilometers apart. The system has the capacity to produce 1.8 KW power with daily consumption of 2000 watt-hours, providing electricity to 45 shops, 3 food processing small industries, one health centre and one bazaar mosque.

Centralized solar power unit replaced previous diesel power generator. Increased average two merchandizing hours of connected 50 shops including grocery, tailor, mobile charging, tea stall, food processing industry, health center etc. Increases average generation of income of merchandisers. Off-grid peoples enjoying benefits like small urban center.

Solar Rest house Electrification at Tourist Resort

Goznee is a remote tourist site with beautiful lake surrounded by sal forest in a hilly terrain under Jhenaigati upazila in Sherpur district. Government has taken number of initiatives to develop the site as a tourist resorts. Since the site is located far from national grid network, SRE project came forward to provide solar electrification to improve the tourist infrastructure.

As a first step to that, the two-storied rest house has been brought under solar electrification which is functioning well . Tourist infrastructure including under-ground tunnel at Goznee brought under solar photovoltaic system . The solar installations at Goznee has not only improved the tourist facility substantially but also contributing much in raising the awareness about the potential of solar energy among the tourists everyday.

Solar Electrification at Rural Community Health Clinic :

Delivering an adequate level of health care services in remote regions presents many challenges. One of those challenges is to provide facilities with a reliable source of electricity. In both primary and secondary care situations, electrical power is often fundamental to the services that a public health system renders. Its absence at any moment can have dire consequences.

Local Government Engineering Department (LGED), installed 1500 watt solar PV system at Kamarul Health Clinic at Kamarul in Terokhada Upazila under Khulna district. The solar powered remote rural health clinic provides excellent medical services to around 4000 people in the off-grid locality. Solar electricity replaced previous diesel generator and provides modern facilities like operation theater(OT), refrigerator for preservation of vaccine, blood etc enhanced modern medical services among the remote locality. This remote clinic also facilitate immunization programme.

Solar Electrification at Union Parishad Bhaban

Uinon Parisad is a tiny constituency for local government's, governed by Chairman (People's representative) to continue development process at grass-root level. LGED has constructed more than one hundred UP complex all over the country so far, significant numbers of UP complex is now located at the off-grid areas and a remarkable numbers have no chance to come into the national grid network in the foreseeable future. Two-storied UP Headquarter in the country in order to facilitate the first tier of local government bodies. Apart from providing modern facilities and office space for UP chairman, secretary and members, UP complex accommodates all line agency representatives to effectively operate at the local level as well an assembly hall for community functions not only in day time but also in evening. Solar Photovoaltaic System(SPV) produces sufficient energy for all offices at Ambaria Union Parishad complex at Ambaria Union in Khoksha Upazila under Kushtia district.

600 watt SHS at the UP complex enhance the official activity especially local public representative can provide more service to the rural people. The hall room can be used for various purposes day and night. A TV at the hall room will provide information and entertainment for those assembled

Solar Electrification at Tribal Community House Holds and Buddha Temple in  Hill Region of Bangladesh

Most of the tribal habitants live in remote off-grid areas mainly hilly regions of Bangladesh . The economic condition of overall tribal people is below the average marks. They are living in scattered or in a small cluster. They have few access to modern facilities. Solar Electricity plays a vital role to improve the quality of life.

Demonstration of total 1080 Watt Solar Home lighting system for tribal community was selected at the village Dighalibak under Rangamati Sadar Upazila of Rangamati Hill Tract district. The village is an off-grid island, surrounded by Kaptai lake and there is no possibility to connect it with National Grid Network in future. The people of the village were earlier displaced by the Kaptai Dam in 1960.  There is also a Buddha Temple at Dighalibak which is depicted their common culture heritage and also bridges the communal harmony among communities. At the evening many people from nearby communities gathered for worship. Solar electrification in Buddha temple and near by communities replaced kerosene and provides sufficient lights also creates  immense enthusiasm about Solar Photovoaltaic Technology in localities.

Solar Electrification for IT Development at remote LGED Upazila Engineer's Office, Kutubdia, Cox's Bazar district

Sustainable Rural Energy under Local Govt. Engineering Department (LGED) taken up numbers of RET Demonstration programme like Solar Home lighting system, Market, Community Clinic etc. To develop an Information Technology (IT) culture and related infrastructure in renewable way in remote off-grid areas, Sustainable Rural Energy(SRE) taken up another Solar Photovoltaic programme at Kutubdia Upazila Engineers office under Cox's Bazar district to run Computer and printer by solar power from 375 Watt standalone solar PV system . This will facilitate Computer based official activity in off-grid areas. Capacity installed

5kw Solar PV Electrification in Coastal/Off-shore Community

LGED has installed a largest centralized solar AC power unit ( 5 kWP) at Sairakhali Jaldaspara is a remote sea-shore and off-grid area located in Fariakhali union under Chakaria upazila in Cox's Bazar district. The purpose of this mini-grid system to giving access to electricity for coastal community through SRE project. Centralized Solar AC System having overhead low tension lines connected 80 families. Sairakhali located in reserve forest area where the Jaladash (Fishermen) community is inhabited. In these remote areas fishing is the main income generation activity. Solar electrification at Sairakhali, Chakaria improves quality of life of the eighty families by extending their working hours and help students for night time study. Moreover, access to TV and radio at this community provides information and better entertainment to the beneficiary specially on health, education, sanitation and family welfare.

Solar Photovoltaic Pumping For Safe Drinking Water Supply :

There is scarcity of safe drinking water in rural areas of Bangladesh . The Problem becomes very acute during the dry season, when water table goes down and most of the earthen well dried-up. Sustainable rural energy addressed this intervention (first time in Bangladesh ) by installing four submersible solar water pumps at the four villages in Barind region. Installation cost of the system was 29 lacs taka. Water is stored in over head reservoirs. Capacity of each reservoir is 10,000 liter. The beneficiaries are now enjoying the same facility as Municipal water supply. The project was handed over to Barind Multipurpose Development Authority (BMDA). This system has 6kWp solar PV consequently it could lift about fifty thousand liters of water per day from an average depth of fifty meters. Moreover renewable energy interventions at Nijampur Matsha khamar unvail opportunity of public-private partnership.

10kw Wind-Solar Hybrid System At S t . Martin's Island

Sustainable Rural Energy under Local Government Engineering Department (LGED) with the finance from UNDP and MoEF demonstrated 10Kw Wind-Solar hybrid power generation unit in the island which is the first hybrid model in the country.

Wind-Solar hybrid system at the St. Martin's Island

Solar powered Central Plaza at the St. Martin's Island

But the use of diesel generator and kerosene lamps make the island environmentally fragile and threatened to ecosystem. Renewable Energy could be an effective alternative to fulfill the electricity demand in the island.

Main advantage of wind-solar hybrid is that, when sunshine is more wind speed is low and vice-versa. Even at night considerable amount of power is produced from wind turbines. So power generated from PV module and wind turbine is stored in a battery bank. It is then converted to AC power and supply to the compound through underground cable line.

However power is proportional to the cube of velocity, P a V3 and considerable amount of time wind speed is between 3-4 m/s, therefore we have installed 7 nos turbine. Each turbine has a rated capacity of 3.2 Kw at wind velocity of 13.5 m/s.

Demonstration of 10 Kw Wind-Solar hybrid power system at St. Martin's Island facilitates biodiversity and conservation research works and promotes ecotourism infrastructures. Electricity to Laboratory, Central Plaza , Dormitory, Barrack House, Motel, Water pump etc. smoothly operates research work.

Using system power in laboratory for lighting, running fans, refrigerator facilitating excellent research work of turtles breeding, conservation of coral flora, fauna, reef fisheries and other marine species. Power access to central plaza and IT facilities (computer, printer) at barrack house creates standard working environment and arrangement of seminar/workshop. Power supply to motel, dormitory and water pump provides comfortable accommodation and utilities. Street light within compound secured easy mobility at night.

Renewable Energy for Pisciculture Development

UNDP supported Sustainable Rural Energy has implemented RE project to mitigate electricity demand of Niampur Mathsa Khamar Ltd which is located at Purba Dhala upazila in the Netrokona District. There are ten large fish ponds and thirty five cows in the farm. It is located in the off grid area, therefore, the owner of the farm needed to operate diesel generator after the dusk for security purpose. Again the farm needed to operate shredders and pump. Total electricity demand of the farm is about 20 kwh/ day.

The RET project consists of dual renewable sources solar and Biogas Plant for power generation. Objectives of the project is to demonstrate public private partnership in RE intervention, to provide clean electricity, to study effectiveness of public private partnership model.

System Capacity :

Solar Photovoltaic : 1800 Wp (Solar Panel Capacity)

Biogas Generator : 3.5Kw from

Solar Photovoltaic (SPV) Flood Light System :

A single flood light system consists of 20 Wp solar panel, 12 volt battery, charge controller with dawn to dusk controller, light pole and light emitting diode (LED) based light. The power consumption of flood light is 5 watts and output 1500 lumens. The battery charges at day time and it uses at night illumination of ponds. The system can run 3 days without any problem after one day charging in case of bad weather. This SPV flood light is the first application in Bangladesh .

Centralized AC Power System :

This system consists of 20 PV panels of each 70 Wp capacity, 1600AH battery bank, inverter (DC to AC), junction box and other hardware. DC power stores in battery bank and the inverter converted DC to AC. The output is used for lighting and fans.

Solar Module setup for centralized AC system

Floating Dome Biogas Plant for power generation

Floating Dome Biogas Plant for power generation :

There are two types of biogas plant, floating dome and fixed dome. This is the first application of floating dome unit for power generation in Bangladesh . In floating dome biogas unit the output gas available at a constant pressure of about 10cm of water whereas in fixed dome type gas pressure is not constant. So it is preferable to select floating dome biogas plant for electricity generation although its maintenance work is not convenient.

Typical design of Floating and Fixed Dome Biogas plant.

Floating dome consists of a deep well shaped underground digester connected with inlet and outlet pipes at its bottom which are separated by a partition wall dividing the 3/4th of the total height into two parts. A mild steel gas storage drum is inverted over the slurry which goes up and down around a guide pipe with accumulation and withdrawal of gas. In this system a 3.5 KW gas generator intakes gas from biogas and produces AC power. To run the system at least 300Kg/day cow dung is needed.

This is the first public private partnership model to demonstrate RE intervention. Energy of different forms particularly electricity creates opportunities for human activities, quality of life, economic development etc. Renewable energy is important as an alternative energy which is favorable for environment. This demonstration project is an example of use of renewable energy.

Installation of Solar Battery Charging Station & Distant Communication Center

The Local Government Engineering Department (LGED), through its Sustainable Rural Energy (SRE) project with finance from UNDP installed Solar Battery Charging Station and a Distance Communication Center with computer facilities at   Charmontaz Union, Golachipa, Patuakhali District The remote southern island 36 kilometers away from Golachipa Upazila headquarters, and can only be accessed by waterway

The Solar Battery Charging station provides affordable charging of batteries for home lighting for poor families having school going children and other users in the community who cannot afford to purchase solar home systems. The charging station is a centralized Solar System with total output capacity of 1.6 Kwp. The station has capacity to simultaneously charge 16 batteries of different states of charge. The Solar battery charging station is a milestone in introducing environment friendly technology to remote areas like Char Montaz.

The communication center provides telecommunication facilities for the islanders. The solar powered remote communication center is equipped wireless system which is linked over 20Kms aerial distance Golachipa digital telephone exchange now can be accessed with number +88-04424-56 505. The telephony service further extended to two neighboring Islands Char Biswas & Char Rangabali/Baher char via radio link service. • Improved education .

  • More income generation activities

  • Improved health & hygene.

  • More social interaction.

  • Controlled birth rates .

  • Family health &  happiness

  • Introduction to Infortainment through the media of TV & radio

Woman & children would benefit enormously.

Solar LED Lantern Programme :

Solar Water Heating Systems:

Solar energy can be effectively utilized in two ways- either by converting it into heat (solar thermal) or electricity (solar photovoltaic). A flat plate solar collector or evacuated tube solar collector is used to convert sun's energy to heat water. Sustainable rural energy a component of Sustainable Environmental Management Programme addressed this intervention by installing three vacuum tube solar water heaters and one flat plate solar collector at different location of the country. Installation cost of each system was about Tk 65 Thousands. Hot water is stored in an insulated water tank having capacity of 200 litre. Maximum temperature of water raised is about 600 C. So at night one can have a sun bath! Moreover, the system is introduced with a backup electric heater so that uninterrupted service could be obtained even in cloudy days. A solar hot water system consists of the four major components like Solar Collectors, Insulated hot water tank with sacrificial Anode, Backup electric heater and Mounting Structure. Solar water heater system has very low maintenance. Under normal circumstances no maintenance of the system is required. Broken tube can be easily replaced. Solar water heaters do not pollute environment. When a solar water heater replaces an electric water heater, it avoids carbon dioxide emissions. It is a long-term investment. It has the higher upfront cost but will save money and energy for many years. Like other renewable energy systems, solar water heaters minimize the environmental degradation for enjoying a comfortable, modern lifestyle.

Biomass Programme :
